Here is the error from the logs where I tried to configure the interpreter, and it failed. Can someone help shed some light on this error? This is a company machine so I don't have admin rights. Cygwin was installed with the --no-admin option, Eclipse is the standalone version.

Did you choose the Python binary in your virtual environment as the interpreter? - Klaus D.
Yes. Though I've just tested trying to select the binary in cygwin's bin, and had the same result. I didn't have this problem on my last machine, so I'm guessing maybe an architecture issue? But it all appears to be 64-bit. Unfortunately, I don't grok the error message here to troubleshoot. - Wilderness

Try do execute a test Python command e.g. "python --version" from Python installation to see that Python executes well. In my case, a windows library was missing.
