Is there an easy to use tool which can when given a .ps1 script file convert values into ALL/multiple languages and setup directories for .psd1 files.

I have no idea what you are talking about. "powershell e.g. WPF Forms"? These are two completely different things and the second one is just called "WPF". Can you give an example of an input and of the expected output of this translation?
