Python throwing 10054 errors whenever I try to pip install a package

Question

So I have this project I was working on for a week or so using Requests, but one day it started throwing 10054 errors but only in VSCode debugging. But the next day it started throwing errors even if I ran it from the terminal. So I decided to update python from 3.9.7 to 3.1.0, but then pip also started throwing the same 10054 error. Please help me... P.S I tried disabling windows firewall completely but to no avail. Pip error image here
