Did you run the command pip install numpy in the prompt window in pycharm? Try to start an anaconda prompt window and run the command there.

If you try to install numpy in a specific virtual environment, you can try steps below. First create your project. Then in pycharm interface, go to

File->Settings->Project->Project Interpreter

and click the + sign on the right, find numpy and install.
