And then I get

javax.net.ssl.SSLHandshakeException: Received fatal alert: handshake_failure

I am using HttpsURLConnection

The issue was with the Java Cryptography Extension (JCE), had to replace some jar files in the /lib/security folder in $JAVA_HOME path.

Link to use JCE

The server specifically mentioned to use these two ciphers

TLS_ECDHE_RSA_WITH_AES_256_GCM_SHA384
TLS_ECDHE_RSA_WITH_AES_256_CBC_SHA384

If these are the only ciphers the server supports than the server supports no ciphers which are supported by the client. The list of ciphers supported by the client can be seen in the debug output:

 Cipher Suites: [TLS_ECDHE_ECDSA_WITH_AES_128_CBC_SHA256, ...

And if you look at the original debug output you see that there are *SHA384 ciphers which means that no ciphers accepted by the server are offered by the client.

Like M.Ron has mentioned, you need to install JCE extension for you JVM. Basicly this problem is due to the mismatch cipher between your local JAVA and the https site.

1: Use https://www.ssllabs.com/ to check if your REST API supports java, check this image example

2: Check the solution here i just tired, it works for me and save my day!
