How to increase the quality of the RTMP live stream?

I am using an open source RTMP server (nginxRTMP), but have the same issues with wowza or flash media server.

When using webcam live RTMP streaming, quality of my stream is average (I tried to change quality , bandwidth, fps, framekey), whereas when I publish on HDS or HLS, quality is great.

(I understand HLS/HDS are fragmented formats.) How can I raise the fluidity/quality of my RTMP stream ?

Adding buffering time ? change the swf player ?

Quality is a function of the codec and bitrate. Not the protocol. Using the same h264 settings will produce the same quality in the formats you mentioned.
