PG::InsufficientPrivilege at / ERROR: permission denied for relation schema_migrations

The following is my database.yml

development:
     adapter:  postgresql
     host:     localhost
     encoding: unicode
     database: pepe_development
     pool:     5
     username: pepe
     password: password
     template: template0

I get the following when I do db:migrate

Worked fine finally

logged as superuser

ALTER TABLE schema_migrations OWNER TO menuquizz

\q

logged as menuquizz

menuquizz_development=# \d
