I tried apt-get clean, apt-get update. Can anyone suggest something else to try?

I'm using Ubuntu version 12.10 and I'm trying to upgrade to the latest version.

You can try Y PPA Manager - is a tool for easily searching for packages in Ubuntu PPAs as well as perform various PPA actions: add, remove, purge, backup PPAs and more. The application integrates with Unity by using quicklists and an optional appindicator.

sudo add-apt-repository ppa:webupd8team/y-ppa-manager
sudo apt-get update
sudo apt-get install y-ppa-manager
