apply free shipping after discount amount in magento

I want to give free-shipping on cart total $99 and over: If the total cart value goes below $99 after discount is applied, the free-shipping is not applicable and the flat-rate shipping of $10 should apply.

Right now if the order is $105 then free shipping is showing up and which is what i want but if user gets 10% discount which brings the total to $94 then I dont want the Free shipping to kicks in. Because the total is below than $99 but for some reason the free shipping is showing up however total amount is below than $99.

I am using Magento 1.7.2. Can any one help me to disable free shipping if total amount is below $99 after discount?

So, when the user purchased $105 of order, then he got a discount of 10% that would be a total of $94 as you've said, you want to disregard the free shipping. That's eviiil Hahaha – Wesley Brian Lachenal

I had this issue before. What I did was set Flat Free Shipping to $9999 so no one get Flat Rate Freeshipping. Then I have another Shopping Cart Price Rule to apply free shipping for order >= $99, which you can have better control. What I did was set free shipping for order with subtotal is equal or greater than $99, which will take effect after the discount has been applied in IIRC.
