Custom Outlook Button on the email toolbar to open a web form

Question

Currently we are using Outlook 2010.

Is there a way where I can add a custom outlook button to my outlook email that opens an external web page that takes the details of an email and post it as notes on the web form? (The web form will have a save button where these details will be saved on the database). If yes could I get step by step details on how to build and deploy it on all user machines in my organization?
