dev_appserver crashed after upgrade to gae 1.7.6 with UnicodeDecodeError

Question

after I upgraded to gae 1.7.6, the dev_appserver crashed because I have folders with German umlauts.
1.7.5 does work with no problems!

Looks like you have an encoding issue. Make sure your python files, data files, database character sets and collation are set correctly. — matcheek

According to your error message, It seems a error occured in '_python_runtime.py'. I got similar error when I updated Google App Engine 1.7.5 to 1.7.6.

In my case, my '_python_runtime.py' file was missing.

Would you try to check your this file is up to date?

I got this file from this url. https://googleappengine.googlecode.com/svn/trunk/python/_python_runtime.py

And, I placed this file into following folder.

/Applications/GoogleAppEngineLauncher.app/Contents/Resources/GoogleAppEngine-default.bundle/Contents/Resources/google_appengine

(Sorry, I use Mac. So I don't know where google app engine installed in Windows environment.)
